It's raining - and despite bypassing the wires outside via a modem 

the phone is no longer working.  

So I called COX, and she tried to fix it from their end (which entailed me "helping" by having to unplug the modem and unscrew the coaxial cable) but since it was unsuccessful a technician will be coming out again tomorrow.
